Effingham City Police arrested 65 year old James D. Rodarmel of Effingham for failure to register as a sex offender. James was given an NTA and was released.
Effingham City Police arrested 44 year old Randy A. Otten for a Cook County FTA warrant for failure to register as a sex offender. Randy was taken to the Effingham County Jail.
