A deal that could have paid off the electric bill and reopened Horseshoe Lake State Park in Granite City has been turned down. The Southwestern Electric Cooperative rejected the offer, saying they want their other overdue bills paid off too. The Metro East Park District offered to pay the bill so Horseshoe Lake could reopen, but the utility group wanted to be paid for delinquent bills from Ramsey Lake State Park in Fayette County and Carlyle Lake State Park in Clinton County. The state budget impasse led to the closing of Horseshoe Lake and Ramsey Lake State Parks last month. Carlyle Lake remains open for now, but it is also behind on payments.
