(Springfield, IL) — Illinois is getting a new disaster chief. Governor Rauner on Monday named retired U.S. Navy Reserves captain Joseph Klinger as the new head of Illinois’ Emergency Management Agency. Klinger is replacing James Joseph, who is leaving to take a job as FEMA’s Midwestern region director.
