(Springfield, IL) — There’s a reason you don’t see any of Illinois’ new ‘universal plates.’ Not enough people have ordered them. Lawmakers created the ‘universal plate’ two years ago to replace the hodge-podge of specialty license plates. But the state won’t make the new plates until two-thousand people per specialty plate order one. The Secretary of State’s office says that hasn’t happened yet.
