EFFINGHAM COUNTY JAIL

February 28, 2026

Illinois State Police arrested 53 year old Michael D. Munsell of Effingham for driving on a revoked license and improper lane usage. Michael was given an NTA and was released.
Effingham City Police arrested 56 year old Corey R. White of Memphis, TN for disorderly conduct and pedestrian under the influence. Corey was given an NTA pending release.
Illinois State Police arrested 39 year old Jusel Muniz Tosado of Effingham for DUI alcohol, transportation of possession of open alcohol by driver, driving while license revoked, operating a vehicle with revoked registration, operating an uninsured vehicle, speeding, disobeying a traffic device, improper stop/turn signal, and improper lane usage. Jusel was given an NTA and was released.
Illinois State Police arrested 21 year old Tobarian D. Norman of Gloster, MS for no valid driver’s license and speeding. Tobarian was given an NTA and was released.
Effingham City Police arrested 38 year old Justin S. Beck of Edgewood for DUI alcohol and failure to signal when required. Justin was taken to the Effingham County Jail.
Effingham County Sheriff’s Office arrested 27 year old Brendon A. Ashbaugh of Effingham for DUI alcohol over .08, driving while license suspended, and expired registration sticker. Brendon was taken to the Effingham County Jail.

March 1, 2026

Effingham City Police arrested 46 year old Travis M. Tarrant of Watson for burglary. Travis was given an NTA and was released.
Illinois State Police arrested 29 year old Marvin S. Zuniga Lopez of Austin, TX for driving with no valid license and speeding over limit. Marvin was given an NTA and was released.
Effingham County Sheriff’s Office arrested 19 year old Anthony T. Wilborn of Salem for possession of cannabis and illegal consumption of alcohol. Anthony was given an NTA pending release.
Effingham City Police arrested 45 year old Jonathan R. Lawhead of Effingham for aggravated domestic battery and interfering with a domestic battery report. Jonathan was taken to the Effingham County Jail.
Effingham City Police arrested 51 year old Travis L. Elam of Effingham for an Effingham County FTA warrant for battery/physical contact. Travis was taken to the Effingham County Jail.
Altamont Police arrested 48 year old Alexis Echevarria Arroyo of Effingham for resisting/obstructing a police officer, DUI alcohol, speeding, possession of adult use cannabis, and operating an uninsured vehicle. Alexis was taken to the Effingham County Jail.

March 2, 2026

Illinois State Police arrested 32 year old Zacorion Q. Allen of Crystal, MN for operating a vehicle with no valid license and speeding. Zacorion was given an NTA and was released.
Illinois State Police arrested 57 year old Christopher Davis of St. Louis, MO for driving while license suspended and speeding. Christopher was given an NTA and was released.
Effingham City Police arrested 34 year old Kasey J. Schlanser of Beecher City for an Effingham County mittimus to jail sentenced to 10 days for DUI alcohol. Kasey was taken to the Effingham County Jail.
Effingham City Police arrested 39 year old Roberta L. Ballinger of Effingham for animal cruelty. Roberta was given an NTA and was released.
Illinois State Police arrested 35 year old James H. Robinson of Chicago for 2 counts of possession of a controlled substance, possession of cannabis by driver, obstructing ID, driving while license suspended, and speeding. James was taken to the Effingham County Jail.
