
Effingham, IL-(Effingham Radio)- The Effingham City Council met on Tuesday and discussed numerous items.
Effingham City Council members have abated bonds issued for key capital improvement projects, including facilities for police and fire services, the Effingham Performance Center, and a large land purchase on South Route 45 for industrial growth. The interest generated by these bonds has covered their payments for the year.
Council members also approved a three-year agreement with Kemper CPA Group for auditing, added the public library as a designated emergency shelter, and supported new amenities such as an electric vehicle charging station and upgraded storm sewer drainage near Mt. Vernon Avenue.
Rezoning was tackled on multiple fronts, with approval for 1331 Outer Belt West to transition to general commercial use, while further discussion is planned for similar requests on 915 Outer Belt West and East Rickelman Avenue, the latter facing resident opposition. Additional agreements included $250,000 secured for Merchant Street reconstruction, collaboration with Lake Land College police, and a contract for 2025 pavement markings. Labor contracts with police and city workers were reviewed, and unsafe properties identified for cleanup. Festive preparations are underway, Christmas lights are being installed, and the Council gave a green light to Sunday’s Halloween parade. Regulation of short-term rentals was discussed but remains unresolved.
And the tax levy is again under review, continuing a trend of reductions in recent years.
