Effingham, IL-(Effingham Radio)- The Effingham County Board heard from Sheriff Kuhns about two deputies, Eric Loy and Jonathan Torbeck, who helped save the life of an elderly Dieterich man last week. Sheriff Kuhns said the two arrived before the ambulance and immediately started CPR and were able to get the man breathing again. Kuhns said he believes without a doubt that they saved the man’s life.
Sheriff Kuhns also announced the recognition on the Effingham County Sheriff’s Office Facebook page:
Board Chairman Josh Douthit also presented an award to now retired Karen Feldkamp for 29 years of service.

The Effingham County Health Department gave a brief statement thanking Karen on their Facebook page:
Today, the County Board recognized the service of Karen Feldkamp to the Effingham County Health Department. Karen retired from the Health Department last week, she started her service in 1995.
The Board also decided on removing two pine trees around the Courthouse Museum that are dying, set to be replaced with new trees. The Board also heard from Patty Winn about the new pavilion that is set to replace the current gazebo. She wanted details on what the pavilion will look like, and how many trees will need to be removed. She is concerned that the new pavilion may not look good next to the Courthouse depending on how it is decorated as it is built. Chairman Douthit said the gazebo needs replaced due to structural integrity issues and lack of wheelchair access, and that they are working with the Historical Preservation Society to get the pavilion built.
The Board also:
- Awarded a childcare research committee gap scholarship to the Beard family for $300/month for 1 year
- Approved use of the Historic Courthouse courtyard and parking lot on August 8 for a Heart Theatre movie
- Approved use of the gazebo for FACE concerts throughout the summer
The Board also approved appointments:
- Josh Douthit to the Airport Commission as board member, Chris Keller asked to be removed from the Commission
