
Effingham, IL-(Effingham Radio)- Delaine Donaldson of the Effingham County Cultural Center & Museum stopped by the studio to give details on how local National Guardsmen from Effingham and surrounding areas helped in the recovery effort after a major flood in Shawnee in 1913. He explained that this was before FEMA, so the National Guard was the response team for natural disasters at the time.
