Springfield, IL -(Effingham Radio)- A federal judge says Springfield can’t stop people from asking for money.
Judge Richard Mills last week ruled that Springfield’s panhandling ban violates the First Amendment.
Mills said the problem is that the law regulated what someone could say, not how they could say it.
Springfield hasn’t enforced the law since 2015, while the judge awarded the panhandlers who sued a symbolic one dollar in damages.
