Winter utility funding assistance is still available through the C.E.F.S. Low Income Home Energy Assistance Program (LIHEAP). LIHEAP provides one-time grants to assist eligible homes to cover increased costs of utilities during the winter season. Funding for the program is provided through the U.S. Department of Health and Human Services and the Illinois Department of Commerce & Economic Opportunity.
The program began taking applications in September and have provided $328,785.00 for 703 households. The average payment per applicant was $468. Additionally, 80 Effingham County Households have received $28,053.00 in emergency reconnection assistance. The average reconnection assistance payment was $351. Items needed at time of application include proof of all income for the past 30 days, proof of Social Security numbers for all members of the household and current heating and electric bills.
Thirty-day income eligibility guidelines for LIHEAP for the 2017 program by size of household are as follows:

For each additional member add $520. C.E.F.S. will accommodated special appointments for individuals who are home bound, hearing impaired or otherwise disabled. Appointments for LIHEAP can be made by contacting the Effingham C.E.F.S. at 202 N. Banker Street or by calling 217-347-7514. Households that applied as of September 1, 2016 would not be eligible to apply again unless they are being disconnected from a utility service.
