(Springfield, IL) — The state is operating without a budget now because the previous stop-gap spending plan expired at the stroke of midnight Sunday. Even without a budget, spending for elementary and high schools will continue, as will money for prisons, health care for the poor and services for the disabled that are covered by court orders. Cash-strapped state colleges and universities will not see funding, and state grants for low-income college grants will stop. In addition, the private vendors who deliver mental health, addiction treatment and home care services for the elderly will have to operate without state funding until lawmakers come to terms on some sort of spending plan.
