A Cook County judge is dealing a setback to the high-powered effort to change the way the state draws political maps. The judge ruled Wednesday that the Independent Map Group’s petition drive to ask voters to give map-drawing power to a special eleven-member board instead of the Legislature isn’t the kind of ballot initiative the Constitution allows. Governor Rauner said he expects the ruling to be appealed to the Illinois Supreme Court. He says the ruling should be overturned because the right to draw political boundaries should rest with the people, not political parties. Rauner supports the petition drive which has been backed by a group of the state’s wealthiest business leaders.
